Construction Disputes & Litigation
Construction law focuses on legal matters affecting the design, engineering, and building process. Shapiro Sher attorneys represent public and private owners, design professionals, contractors, subcontractors, suppliers, investors, lenders, and insurers in all aspects of the construction process—including prosecuting and defending claims in state and federal courts, in arbitration proceedings, before the Maryland State Board of Contract Appeals, and in mediation.

Common types of employment litigation include wrongful termination actions, disputes involving non-compete agreements and trade secrets, discrimination claims, wage and hour disputes, sexual harassment claims, and whistleblower claims.
Administrative Claims & Enforcement Actions
Administrative claims and enforcement actions are matters initiated by federal, state, and local regulatory agencies to enforce administrative rules, regulations, and codes. Through these actions, agencies may seek fines, penalties, license suspensions or revocations, corrective action, cease and desist orders, injunctions, or informal actions such as warnings. In addition, contract claims against federal, state, and local governmental agencies are often litigated through the administrative process and include claims brought before the Maryland State Board of Contract Appeals.
Appellate Litigation
Appellate litigation involves representing clients in post-trial matters, including the review of lower court and administrative decisions on appeal. Clients are represented in both state and federal appellate courts, including the Supreme Court of Maryland, the Appellate Court of Maryland, and the United States Courts of Appeals.
